全球化时代“主权外溢”的风险日益凸显，传统威斯特伐利亚主权体系在治理全球性风险时存在明显的结构性局限。当代国家政策决策产生的影响已远远超出国家疆域，形成了责任边界模糊与制度治理困境加剧的严峻局面。习近平总书记系统阐释的人类命运共同体理念提供了应对全球治理困境的规范性回应，通过在空间、时间与权力伦理维度上实现主权责任的扩展与再嵌入，重塑国家间的责任分配与治理目标。同时，结合习近平总书记提出的“全球治理倡议”，能够实现“共同体”的价值取向与可执行的制度设计有效对接。针对当前全球治理体系存在的责任真空、制度碎片化与治理激励扭曲三大结构性困境，全球治理倡议作出有效回应，进而展现出其重大的理论潜力和实践价值。推动全球治理倡议落地需通过共识驱动的多边制度嵌入、风险导向的功能性机制创新以及构建多元主体协同机制，该过程的实现能够为全球治理结构的系统性转型提供可行的理论与实践方案。
